Dear Creedy,

Your official letter of the 4th of July

(No. 083/5445. M.I.2.), about the organisation of

Intelligence at Hong Kong, and our reply of to-day's

dete.

I am afraid that I do not know exactly when

Sir R. Stubbs is coming over, but I believe he will be

taking some leave soon. I have little doubt that,

when he does come, we or rather the responsible

Intelligence authorities will be able to talk him over

but I fear that further official correspondence in the

interval will only tend to harden his opposition.
